Jenny was born in Patterson CA and moved to Modesto at the age of 5. Jenny attended Washington Grammar School, Roosevelt Jr. High and graduated from Modesto High in 1953. At Modesto High Jenny was elected first female Yell Leader. Jenny graduated from San Jose School of Nursing and attended San Jose State. Jenny's first career was as an RN. Jenny retired after 48 years. Jenny was blessed with 5 children, all graduated from Modesto High. In 1972, Jenny led a campaign to have the canals around City Schools fenced. Jenny served as District 5 Councilmember and the City of Modesto since 2013.

Jenny was affiliated with numerous organization: American Legion Auxiliary, Stanislaus Commission on Aging, Stanislaus Senior Foundation, Democratic Women's Club, Lazarus Ministry, MOVE, and Catholic Professional and Business Club to name a few.

Committee Appointments: Vice Mayor for 2019, Safety and Community member, Appointments Committee member, City-County Liaison member, Citizen Housing and Community Development Chairman, City's RDA Successor Agency/Stanislaus County member, Housing Rehabilitation Loan Chairman, San Joaquin County Air Pollution Control Board-Special City Selection alternate, StanCOG Policy Board/Executive Board, Stanislaus County Waste to Energy JPA member and Tuolumne River Regional Park Chairman.

Awards: San Joaquin Valley Fall Policy Conference Award of Merit 2010, Latino Community Roundtable Latino of the Year 2013, California Transportation Foundation Transportation Awards Public Outreach Project of the Year Measure L Education Campaign 2017, Latino Emergency Council President's Award 2017 and Central Valley Hispanic Chamber of Commerce.

Jenny Kenoyer passed away November 1, 2023. Jenny was a member with the Stanislaus Senior Foundation from 2013-2023. Her accomplishments showed how passionate she was in helping the elderly, the homeless and her community.
